Can I take a 14 year old along as a passenger? A friend and his son want to come watch an event and I would like to take the youngster for a ride.

No.

All drivers AND passengers must be fully-licensed drivers. (no learners permits) Any driver/passenger under the age of 18 must meet that requirement AND have a properly signed minor waiver.

Take the kid to an SCCA event. Their insurance is much more favorable to minors. (12+ can ride, learner's permit can drive, 10+ can drive karts!)
