It's not the EGR valve on a 99. There is a very long hole going from the front of the engine to the back that plugs up with gunk. I used a copper wire and some gumout with a tube on it to flush it out and put a shop rag over the alternator (I think) to catch the nasty crap that came out of there. Some people used a long pipe cleaner. OR you can just get a longer vacuum hose and hook it to the opposite side of the fitting where there is a better vacuum. It's been a long time but that's the best description I can give you to make the CEL go away for another 100k miles. I think you have to take the throttle body off to get at it? Long time ago. The Mazda mechanic replaced two EGR's until I figured out how to fix it myself for free.
The only Miata I remember driving that had the bronze lower bushing was just hard to get into reverse, as I recall.
